Parivahan Sewa is the central online transport-service ecosystem of India’s Ministry of Road Transport and Highways, supported by the National Informatics Centre. It connects citizens with digital services related to driving licences, learner’s licences, vehicle registration, road tax, fitness, permits and traffic challans. Two major systems sit at its core: SARATHI manages driving licence services, while VAHAN manages vehicle registration and related transactions.
The portal helps standardise transport services across the country, but the actual service flow can still depend on the selected state, union territory and registering or licensing authority. An application may begin online and still require document verification, biometrics, a driving test, vehicle inspection or a visit to the RTO. Always follow the current instructions shown after choosing your state.

VAHAN, registration certificate and vehicle services
VAHAN is the official vehicle-registration system used for registration and many RTO transactions. The available online menu depends on the vehicle record and state integration.
Registration and ownership
- New vehicle registration through authorised dealer or registering authority workflows.

mParivahan and digital transport documents
mParivahan is the official mobile service associated with Parivahan. Depending on current availability, it can help users view vehicle information, access virtual RC or driving licence records and reach transport-related utilities. Digital records can be useful for quick access, but the app does not remove every requirement to carry or present documents in every circumstance.
Install the app only from an official app-store listing reached through a government source. Avoid APK files shared through messages, social media or unofficial download websites. Never share an OTP, password, card PIN or UPI PIN with someone claiming to “activate” a digital RC or DL.

The exact checklist changes by service and state. Common items can include an application number, date of birth, driving licence number, vehicle registration number, chassis-number digits, identity or address proof, existing RC, insurance, PUCC, tax receipt, sale documents, finance-company consent and passport-size photographs. State differences and when an RTO visit may be needed
Parivahan provides a common national platform, but transport administration remains state-specific in many areas. Fees, accepted documents, online steps, appointment availability and processing time may differ. A physical visit is commonly required for identity verification, biometrics, a learner’s or driving test, vehicle inspection, original-document checking, resolving record mismatches or completing transactions not enabled online.
If the portal sends you to a state transport website, verify that the destination belongs to the relevant government department. Take the official acknowledgement and original documents listed on it when visiting the RTO.
Parivahan troubleshooting
My vehicle or licence record is not found. What should I do?
Recheck the number format and selected state. Older or recently migrated records may not be fully available online. Use the official help option or contact the issuing RTO if the record still does not appear.
I did not receive an OTP.
Confirm the mobile number linked to the record, wait briefly, check network and message filtering, then use the official resend option. Never ask another person to receive or share your OTP.
Payment was deducted but no receipt appeared.
Do not immediately pay again. Check payment or transaction status on the same official portal, keep the bank reference number and use its help or grievance channel if the status remains pending.
The portal shows a pending transaction.
Look for a “pending transaction,” “verify payment” or “transaction status” option. Clear the earlier flow before starting a duplicate application.
My name, address or vehicle details are incorrect.
Do not submit guessed information. Use the relevant correction or change service if available, or contact the issuing authority with supporting documents.
